The Levy Court is the highest executive power that exists in Kent County, Delaware. It is charged with overseeing the daily operations of Kent County government. The Levy Court was established in 1655 when the Delaware General Assembly, then under Dutch control, enacted legislation that called for taxes to be levied on all land owners in Delaware. By 1793, the duties had grown to include property assessment, real estate transfers and granting land applications. During the same year, the General Assembly passed an act that allowed the Levy Court Commissioners to elected by the people.

Over the next two hundred years, the Levy Court took on the responsibility of appointing assessors and establishing assessment fees, constructing sewage systems, determining street light placement and any other topics of public interest. It also provides library and ambulance service, in addition to financial assistance to local service organizations. The Levy Court is continuously expanding the services the County provides to its constituents. The Levy Court is committed to serving the public and ensuring that the best possible decisions are made for the enhancement of Kent County residents.

Commissioner P. Brooks Banta, the Democratic representative for the 1st Levy Court District, is currently serving his third consecutive four-year term.

Commissioner Banta, a resident of the 1st District for more than 50 years, has an extensive public service record. He served for 14 years on the Clayton Town Council; two terms as Mayor of the Town of Clayton; 10 years on the Smyrna School District Board of Education; 10 years as a Non-Resident Commissioner for the Town of Dewey Beach and has also served a four-year appointment to the Kent County Regional Planning Commission.

Mission Statement

To enhance communication as the Commissioner of the Third Levy Court District to its’ constituents; and to the best of my ability, live up to the oath of office I was sworn to uphold. To look outside the box for innovative idea’s and issues that will move Kent County into the future! To “Promote long range planning to ensure a better Quality of Life for all Kent County citizens.” While providing the 3rd Levy Court District with a Voice in it’s Government; and the dedication and respect of all Kent County residents and their issues.

Commissioner Allan F. Angel, the Democratic representative for the 3rd Levy Court District, is serving his first term. Mr. Angel moved to Delaware in 1965 as part of an Air Force family from California. He graduated from Dover High School in 1971.

Background:

Born October 3, 1961 in Ephrata, PA. My father was a lawyer practicing in the areas of Wills & Estates, Family Law and a general small town practice. My mother was a home maker. I have four brothers and one sister.

I am married to Julie A. Eaby and we are raising three small children, two girls and a boy.

 
Education:

I was educated in the public school system and graduated from Ephrata High School in 1979. I attended Mansfield State College, PA from 1979 to 1981 and then transferred to Shippensburg University, PA in 1981. I graduated from there in 1984 with a B.S. degree. I attended night school at Widener University from 1985 to 1989 and acquired my J.D. degree. During this time I worked at MBNA in their legal department.

After graduating from law school I took the Delaware Bar Exam in 1989 and was admitted to the Delaware Bar in December 1989. I was admitted to the Pennsylvania Bar in 1999.

 
Employment:

My first job after graduating from law school was with the Dover law firm Barros, McNamara, Malkiewcz & Taylor, P.A. I started with them in August 1989, became a partner in 1998 and practice with that same firm today. I concentrate in the areas of consumer bankruptcy, general civil litigation and real property law.

I was elected to the 2nd Levy Court District on November 7, 2006 and sworn into office on December 28, 2006. This is my first 4 year term.

Hon. Eric L. Buckson, Commissioner, Levy Court District 4 **

Commissioner Eric L. Buckson, 4th District Representative for Levy Court, is serving his first term. He is a life long resident of Kent County and the State of Delaware. He graduated from Caesar Rodney High School in 1983 and the University of Delaware in 1988. His first taste of politics came following his father, former Attorney General, LT Governor and Governor of the State of Delaware, David Buckson. Currently, Mr. Buckson is employed by the POLYTECH School District as their Athletic Director and Attendance Officer. Mr. Buckson is married to Jennifer and they have four children (Krisanne, Brent, Graham and Leiah).

Commissioner George "Jody" Sweeney is serving in his first four-year term as the representative for the 5th Levy Court District.

Family: Married to wife Crystal, Father of four (Bill, Amy, Cameron, and Skyler) and grandfather of three (Cole, Blake, and Baby Jensen).

Education: Caesar Rodney High School; A.A.S. in Data Processing from Del-Tech Community College; B.S. in Business Administration from Wilmington University.

Employment: Production Control Specialist with International Playtex/Intimate Apparel, 10 years; 19 years as an employee of the State of Delaware, currently the Information Technology Manager for the Delaware Department of Transportation.

Commissioner Harold K. Brode, the Democratic Representative of the 6th Levy Court District is serving his first term. He moved to Harrington Delaware in 1962 and graduated from Harrington High School in 1965. He is a 1970 graduate of the Delaware State Police Academy. He served on the Delaware State Police, retiring as a Sergeant on November 1st, 1989.

Commissioner Richard E. Ennis, the Democratic At-Large representative, is beginning his 4th term, having served two terms as 1st District Commissioner from 1989 through 1996.

Commissioner Ennis, from Smyrna, was born and raised in Kent County. Following four years in the United States Air Force, with tours in Korea and Japan, he was employed as a Federal government employee. He held numerous managerial positions, within a tri-service tenant organization, located within the aerial port operation at Dover Air Force Base. He retired in January 1987 with thirty-two years of service.

Throughout his lifetime, he has been involved in numerous community service organizations including but not limited to: Past President and Chairman of the Board, Citizens Hose Company No. 1, Inc., Smyrna (six years); member of the Board for 11 years and a life member of the company. member and former manager, Smyrna Fire Company Band for fifty years through 1998; President Emeritus, Kent County Firemens Association, and Past President, Delaware Volunteer Firemens Association 1980, and continues to be in the voluteer fire service by attending local, county, and DVFA Executive Committee; Meetings/Conferences; Past Presiden, Clayton Lions Club, Smyrna-Clayton Fourth of July Committee, Past Master and Past Secretary, Harmony Lodge 13, A.F. & A.M., Smyrna and Union Lodge No 7, Dover; Past Chair, Smyrna American Revolution Bicentennial Committee. Certified Lay Speaker, and member, Chancel choir, Whatcoat United Methodist Church, Camden.
