Regional Sewer Advisory Board

The Kent County Regional Sewer Advisory Board advises the Levy Court on providing orderly and desirable operation and development of the County's Regional Sewer Systems. The Board reviews, monitors and advises the Levy Court on the following items concerning the Sewer Systems:

Establishing priorities;
Establishing new sanitary districts;
Obtaining and contracting for feasibility studies of expansion and improvement of the system;
Construction contracts (bids);
User contracts, such as industrial/commercial, subdivision, housing developments;
Public hearings/referendums;
Rules, regulations and policies;
Compatibility to the Regional Comprehensive Land-Use Plan;
Federal and state environmental requirements;
Abandonment;
Fiscal management (budget).

The Board consists of thirteen (13) voting members, six alternate members and one non-voting member, representing the following organizations and geographic areas of Kent County:

Seven voting members from the seven Levy Court Districts;
One voting member and one alternate from the City of Dover;
One voting member and one alternate from the City of Milford;
One voting member and one alternate from the Town of Smyrna;
One voting member and one alternate from the Camden-Wyoming Sewer and
Water Authority;
One voting member and one alternate from the DAFB Wing Commander;
One voting member and one alternate from DNREC;
The Kent County Engineer serves as a non-voting member.

Terms of the individuals appointed by the Levy Court continues until the Commissioner of that district or their successor appoints another person.

Regular meetings of the Board are held at the Kent County Administrative Complex, 555 Bay Road, Dover, Delaware, on the first Wednesday of each month. A quorum of seven (7) members is required to take any official action upon any matter before the Board for consideration. Support is provided by the Kent County Engineer.
