The Engineer's Office has several responsibilities: Design & Planning for the County's Central Wastewater SystemThe Dept. of Public Works is responsible for the operation and maintenance of the Kent County Regional Wastewater Treatment Facility located in Frederica, DE. More information on the Wastewater Treatment Facility can be obtained by clicking on the link to the left. The Engineering Division within the Dept. of Public Works is responsible for planning for the expansion of the the system and design of new facilities to meet DNREC and USEPA requirements. The long range master plan for the wastewater system is available from the engineering office for a copying fee. Creation and extension of Sanitary Sewer DistrictsKent County establishes the sanitary sewer districts that comprise a portion of the Regional Wastewater System. The Engineering Division is responsible for the creation and/or extension of the central sewer subsystems that feed into the main conveyance system. if you desire to have a district created or extended, you must provide a petition with signatures from 51% of the area and complete an application. More information and a detailed discussion of the process can be found at the link below: Extending Kent County Sanitary District No. 1 Forms for a sanitary sewer district extension can be downloaded by clicking the links below: SSD Application/Extension Form Establishment of Street Light Districts Kent County establishes the districts where street lights may be found. If you are in an area that does not currently participate in the program and would like to establish a district, you may click on the links below to find out what you have to do and to print a copy of the petition that must be completed before a district can be established. Petition Form to Establish a Street Light District Establishment of Trash Collection DistrictsKent County establishes the districts for garbage collection. If you are in an area that does not currently participate in the program and would like to establish a district, you may click on the links below to find out what you have to do and to print a copy of the petition that must be completed before a district can be established. Petition Form to Establish a Trash District List of Street Light and Garbage Collection Districts If you are moving to a new house or into the area, you will need to know whether you are covered under the Kent County street lights and garbage collection programs. Click on the link below to see a listing of all street light and garbage collection districts. You should also click on the link above for trash collection guidelines in order to understand your obligations regarding trash collection. Street Lights and Garbage Districts In order to connect a new or existing building or to expand an existing structure that requires connection to the Kent County Sanitary System, a sewer permit must be obtained. In addition, certain impact fees may apply. The impact fees are based on the number of fixtures in the dwelling, or an increase in the number of fixtures from the existing number. A form to assist in the calculation of these numbers can be downloaded by clicking on the link below. The application can be downloaded by clicking the link below, as well as a checklist of information required with the permit application. Information obtained by the Dept. of Public Works, with a few exceptions is public information. If you have an interest or need for the information kept on file with the Department, you must request the information using the form that can be downloaded by clicking the link below. Costs will be determined by the amount and difficulty in securing the requested information. The Engineering Division administers a number of programs that deal with environmental regulations and permitting. More detailed information on the numerous environmental programs and environmental awareness information can be seen by clicking on the link below: The following programs are administered by the Engineering Division: Pretreatment Program Administration Industrial discharges to the wastewater system can create a significant problem with facility operations. DNREC and the USEPA have required Kent County to regulate certain discharges to the wastewater system. This program is referred to as the pretreatment program and more information is available via the link below: Septage Hauler Program AdministrationThe Kent County Regional Wastewater system accepts septage from septage haulers at Pump Stations 1 (Smyrna) and 8 (Little Heaven). Any hauler is required to have a permit for each truck and to pay an annual registration fee per truck and a per gallon charge. More information is available at the link below: Food Service Facility FOG Program Administration The Environmental Program of the Dept. of Public Works has determined that there is significant impact to wastewater treatment facility, pump station, and collection lines from the influence of fats, oils and greases (FOG) input to the system primarily through various food service facilities.
