To monitor on a regular basis our infrastructure programs; ensure that development proceeds at a rate that does not exceed the necessary services required for an acceptable quality of life. Continually support our police, fire, ambulance, paramedic and 911 services."

Biography
Commissioner Joanne Masten, Democratic representative for the 1st Levy Court District is serving her first four year term.
Commissioner Masten is a lifelong resident of Kent County for 72 years. Retired in 2010 after working in the corporate world for 41 years, she served on Smyrna Town Council for 2 years, and served two terms as Mayor of the Town of Smyrna. She is currently active on many boards.
